Corporate Europe Observatory, Carbon Trade Watch and Fern have nominated the European Commission and the European Union Emissions Trading Scheme for the Greenwash Circus Awards 2013. They argue the EU ETS needs to be exposed for what it is, a subsidy for the worst polluters that the Commission is using to avoid effective climate policies and is irresponsibly expanding it into other regions and areas.

From 5 to 8 April, a number of organisations came together in Budapest for the Food Sovereignty Programme meeting organised by Friends of the Earth International. It seems like the Commission does not want the public to know about the recent progress it has made in stopping big business dominating its 'expert groups'. It has produced an update but won't make it public. However, Corporate Europe Observatory (CEO), on behalf of the Alliance for Lobbying Transparency and Ethics Regulation (ALTER-EU), has obtained a copy of the Commission's latest efforts. In short, the Commission has fallen well short of the promises of reform it made to Parliament.

The Commission is lashing out towards member states, such as Belgium, that haven't followed the desired course sufficiently. With the "two-pack" it will be easier to force them. They usher in stronger EU control of national budgets, a new type of adjustment programmes, and a consolidation of the Troika approach to indebted member states.

In September last year, CEO submitted four complaints to the Transparency Register's secretariat about entries that broke the rules. We're now facing the two year review of the lobby register, and signs of real political level debate and transformation are not promising. What can the results of our complaints, last year's public consultation on the register and its annual report, tell us about the voluntary lobby register's progress so far? And what is needed to ensure a transformation towards true transparency?
