Revolving door complaint to Ombudsman

Complaint filed to the European Ombudsman against the European Commission, for failing to curb the revolving door through proper implementation of the EU Staff Regulations. Submitted by Corporate Europe Observatory, Greenpeace, Lobbycontrol and Spinwatch.

This complaint concerns the failure of the European Commission to adequately implement the 'revolving door' rules, in order to reduce the risk of conflicts of interest arising. The 'revolving door' is a recognised
phenomenon describing the movement of staff from public sector positions to lobby jobs in the private sector, or vice versa. This process contribues to the corporate capture of the EU.

The inadequate implementation of the rules by the Commission has occurred in a range of different cases which are detailed in the complaint.

Corporate Europe Observatory joined Greenpeace, Lobbycontrol and Spinwatch to submit a complaint to the European Ombudsman, as we believe this situation undermines the credibility of EU decision making, and contributes to the corporate capture of the EU.

European Ombudsman demands EFSA admits failure over revolving door

Munich/ Brussels, 8 December 2011: The European Ombudsman has ruled in favour of a complaint filed by Testbiotech against the European Food Safety Authority (EFSA) regarding its approach to the 'revolving door'. The case concerns a former senior staff member at EFSA, Dr Suzy Renckens, who was head of the unit responsible for the risk assessment of genetically engineered plants for five years until 2008. Dr Renckens, a Belgian national, then moved to a job at Syngenta, a company that produces and markets these plants.

Commission failed to adequately examine adviser's conflicts of interest, Ombudsman rules

Brussels, 13 July 2011 – The European Ombudsman has found that the European Commission "failed to adequately examine potential conflicts of interest" when it employed former MEP Pat Cox as a Special Adviser to Commissioner Meglena Kuneva from 2007 to 2009. The finding follows a complaint registered by Corporate Europe Observatory (CEO) in February 2010. CEO raised concerns about a possible conflict with Cox's lobbying work for Microsoft, Michelin, Pfizer, lobby consultancy, APCO as well as his own lobby firm ‘’European Integration Solutions’’ (EIS).
